I wonder if this movie is a preview movie for that new Arceus movie that's coming out..... or if it has just never been released in America yet? Could somebody in here please answer my question about this?

This is only released in Japan for Giant Screen theaters. I don't think this will be released in the USA or elsewhere. Sorry.
